Yes i agree that primary purpose of sandbox is to get rid of spammers and if anyone is doing too much link building or seo for a new site then he/she is likely to get caught.

The concept behind Google Sandbox is to get ride of Spammer. If your website is really good and has relevant content then it will start ranking after 6-8 months.

Sandbox is not a shame but it necessary to maintain the credibility of a search engine and of course 2-3 month is not a big delay for a good website to achieve higher search engine rankings.
