Thank you so much! This helped a lot as I'm relatively new to blogging and just heard about permalinks, let alone how to find them. Excellent information. I was able to find my own permalink on Blogger.

When the new version of Blogger was released, permalinks started appearing in the title field. Readers of any Blogger Blog can now activate the link where the post title is displayed, and be on the page of the blog entry. From that page, users who want to blog about the entry should go to the address bar, and copy the address of the entry from there. The recently released version of Windows Live Spaces now also displays the permalink in the title field. I think all blogging platforms should do that, because people who don't have much knowledge about blogging will find it easier to locate permalinks if they are always in the same place. If the link is always in the title, it needn't appear anywhere in the footer. Having the same link twice is in my opinion unnecessary.
