Mike – indeed this form is not for PageRank re-evaluations. Since PR is clearly dropping due to selling text links, which is a violation of Google guidelines, which has lead to this Google penalty – webmasters can fix the issue on their site and then fill this form to suggest that their site is now in conformity with Google policies.

The reconsideration request is for pages that have been dropped from the SERPs and not for PageRank re-evaluations. PageRank has always been awarded solely at the discretion of Big G. Only the big boys can get a PR revision. For the rest of us it’s a case of take it on the chin and move on.
