In November 2008, Google released its official Search Engine Optimization Starter Guide as a downloadable PDF, and we shared it here. That PDF has since been retired. Here is where to find the current Google SEO Starter Guide and what it covers.

Quick answer: The official Google SEO Starter Guide is free on Google Search Central (developers.google.com/search).
